AÇIKLANMIŞ KARŞILAŞTIRMALI ÜSTÜNLÜKLERE GÖRE TÜRKİYE - BRICS REKABET GÜCÜ ANALİZİ (2008-2017)

Günümüzün ekonomik düzeni ‘Kapitalizm’, tüm dünya ekonomilerini ihracata dayalı sanayileşme stratejilerini benimsemeye zorlamaktadır. Uygulanan dışa açık politikalar ülkeler arası rekabeti artırmaktadır. Başlangıçta fiyat üzerinden gerçekleşen rekabet, ileri aşamada dışı rekabete dönüşmektedir. Bu rekabetteki başarı şansı ülkenin o üretim sahasındaki karşılaştırmalı üstünlüğüne, bir başka ifadeyle rekabet avantajına bağlıdır. Rekabet avantajı gücü ile ölçülebilecek değerdir. Fakat maalesef ülkelerin uluslararası gücünü ölçme konusunda tek ve kesin yol bulunmadığı gibi, ticari performanslarının ölçülmesi amacıyla düzenlenmiş endeks de bulunmamaktadır. Açıklanmış Karşılaştırmalı Üstünlükler Endeksi (Revealed Comparative Advantage-RCA), gücünün Balassa tarafından geliştirilmiş dış ticaretteki mal gruplarına göre ölçen endekstir. RCA endeksi kullanılarak gerçekleştirilen bu çalışmada; 21. yüzyılın yükselen ekonomileri olarak tanımlanan BRICS ülkeleri Türkiye’nin güçleri karşılaştırılmaktadır. Elde edilen bulgular, ülkelerine karşı yakaladığı grubunun ‘Gıda Canlı Hayvanlar Mal Grubu’ olduğunu göstermektedir.
